It’s not really a bug as such, it’s just something that isn’t really designed to work like that.
Essentially the coupon code approach is the recommended way.
Alternatively they could pay you directly through some method and at that point you would create the purchase manually.

You can use categories and category permissions for this. The special products would just go into their own category. You could make the category visible (or not) and/or control whether items in that...

I’ve removed PayPal for now (from this site, obviously owners of the software can still use PayPal and any other payment provider on their own site).
It’s just mostly because I don’t want money in loads of different accounts.
